The Public Union “Luhansk Association of Organizations of Persons with Disabilities,” within the framework of the grant project “Assessment and Improvement of the Accessibility of IDP Compact Residence Locations in the Dnipropetrovsk Region for Vulnerable Categories of the Population,” supported by UNDP, announces an open tender for the procurement of services for conducting a sociological study.

Deadline for Submission of Tender Proposals: September 10, 2022.


Subject of Procurement

The subject of procurement is a sociological study of internally displaced persons (IDPs) in the Dnipropetrovsk region, particularly persons with disabilities.


Detailed Description of Goods/Services Announced


Main Objectives of the Survey:

– Identifying the existing needs of internally displaced persons in the Dnipropetrovsk region.

– Assessing the material and technical conditions of shelters in the Dnipropetrovsk region and the living conditions within them.

– Evaluating the living conditions of persons with disabilities among the IDPs in shelters, identifying their specific needs and risks.


Scope:

The total number of respondents is 1,000 internally displaced persons, at least 50% of whom are persons with disabilities. The sample will be proposed by the research executor.


Methodology:

– Face-to-face interviews using tablets with GPS localization in the cities where IDPs reside.

– A draft questionnaire will be provided to the research executor.

– The executor is expected to review the tools and provide feedback and/or improvement suggestions, subject to approval by the customer.

– The estimated volume of the questionnaire is up to 5 pages, with no more than 15–20 questions. The expected duration of the interview is approximately 10–15 minutes.

Language of the survey: Ukrainian.

Service Delivery Period:

Within 30 days from the date of signing the contract.


Tender Proposal Requirements

The tender proposal must include the following information:

1. Description and confirmation of the company’s experience in conducting surveys with a sample of at least 1,000 respondents, including using tablets/mobile devices. Recommendation letters/contracts for similar work/analytical reports from previous projects.

2. Description of the sample design and implementation.

3. Description of approaches to quality control during the fieldwork stage.

4. Deadlines for the main stages of the study and delivery of results.

5. A detailed budget with a breakdown of costs for each stage of work and a payment schedule.


Requirements for the Supplier

Entities legally registered under the legislation of Ukraine, experienced in the relevant field, and with appropriate NACE codes for service provision are invited to participate in the tender.


The tender participant must provide the organizer with the following documents:

– A copy of the document confirming state registration.

– A copy of the document confirming tax status.

– The tender proposal.

– An original invoice.

– A sample supply contract.

– Documents confirming experience (e.g., recommendation letters, contracts for similar work/services).

Tender Procedures

– Questions regarding the tender may be sent electronically to laooi@ukr.net by September 8, 2022.

– Only tender proposals fully meeting the conditions of this announcement will be considered.

– Tender proposals must remain valid and cannot be altered by participants until the complete provision of services/work/delivery of goods.

– Tender documents must be prepared in Ukrainian, signed by an authorized representative of the participant, and certified with a seal (if applicable). They must be submitted electronically in PDF format to grants.ua@undp.org with the subject line “Open Tender RPP/2022/07/060/SC [Participant Name]” by September 10, 2022. Additionally, a hard copy must be sent to the following address: Nova Poshta #58, 127 Bohdan Khmelnytskyi Avenue (formerly Heroes of Stalingrad Street), Dnipro, digital address 31/58, by September 10, 2022. Tender proposals received after 12:00 on September 10, 2022, will not be considered.


Winner Determination

The tender winner will be determined by the organizer based on a financial and technical assessment of the submitted proposals according to the selection criteria outlined in this announcement. The decision will be made no later than September 15, 2022.


The results will be communicated to participants via email within three business days of the decision.

Participants acknowledge and agree that the organizer reserves the right to request additional documents and/or information confirming compliance with specific requirements and conditions outlined in this announcement.


By submitting documents for this tender, participants confirm their understanding and agreement that the organizer may reject their proposal if other participants’ offers provide more favorable terms, and the organizer is not limited in accepting any other proposal with more advantageous conditions.
