Public Union “Luhansk Association of Organizations of Persons with Disabilities” Announces a Competition for Professional Subject Photography Services within the Project “Assessment and Improvement of Accessibility of Compact Living Spaces for IDPs in Dnipropetrovsk Region for Vulnerable Categories of Population,” Supported by UNDP


Main Goal of the Project

The project aims to improve the living conditions of the most socially vulnerable internally displaced persons (IDPs), including people with disabilities, the elderly, single mothers/fathers, and large families. This will be achieved by studying the needs of shelter residents and subsequently arranging accommodations based on the research findings.


Planned Activities

• Conducting a review of 32 compact living spaces for IDPs in Dnipropetrovsk region.

• Surveying 1,000 individuals currently residing in these shelters to assess the quality of living conditions and their adequacy for persons with disabilities, large families, and the elderly.

• Providing services for 32 on-site photo sessions. Each session will include:

• Photographing interactions with residents of temporary accommodations.

• Capturing accessibility features to identify areas for improvement.

• Delivering at least 15 photographs per location.


Equipment Requirements

The contractor must have the following equipment:

• A system camera (DSLR/mirrorless) with suitable lenses for subject photography.

• A lighting equipment kit.

• Equipment for video recording.


Service Period

The services are to be provided from September 10, 2022, in the Dnipropetrovsk region (specifically in the 32 communities identified under the project).


Ownership of Materials

All primary derivative materials (photos and videos) are to be handed over to the customer. The contractor will not retain copyright over their work.


Contractor’s Proposal Must Include:

1. Commercial Offer: Including information on experience with similar work and qualifications.

2. Registration Documents:

• A copy of the document confirming state registration.

• A copy of the document confirming tax status.


Selection Criteria:

• Compliance with the qualifications specified in this announcement.

• Adherence of submitted documents to the announcement requirements.

• Quality of service descriptions and alignment with organizer expectations.

• Reasonable pricing, payment terms, and service conditions.


Eligibility Requirements for Participants:

• At least three years of professional experience in photographing universal design infrastructure objects.

• Legal entity or sole proprietorship (FOP) status.

• Relevant work experience and a portfolio (links to existing works).

• Capability and equipment for on-site photo sessions in the Dnipropetrovsk region.

Competition Results

Participants will be notified of the results via email within no more than three business days after the Competition Committee makes its decision. (Ensure that your documents include a phone number and email address.)


Additional Provisions

• Participants agree that the organizer reserves the right to request additional documents or information to confirm compliance with the competition’s terms.

• By submitting documents, participants acknowledge and agree that the organizer may reject their proposal if other proposals offer more favorable conditions. The organizer is not restricted from accepting other proposals with more advantageous terms.
