The first full working week of 2026 has begun.

For the Luhansk Association of Organisations of Persons with Disabilities, this is not just a return to the rhythm after the holidays. It is a continuation of systematic work where accessibility is still not the norm, but a daily challenge.

In 2026, the Luhansk Association of Organisations of Persons with Disabilities is focusing on specific actions:

  • strengthening support for persons with disabilities and internally displaced persons in communities;
  • expanding inclusive social, legal and psychological services;
  • working with communities on real, rather than formal, accessibility solutions;
  • training specialists in the principles of accessibility;
  • advocating for the rights of persons with disabilities and veterans at the local and national levels;
  • open discussion about accessibility — through communication, dialogue and specific cases.

Our expectations of the state in 2026 are without illusions:

  • a transition from declarations to implementation;
  • real funding for accessible solutions, not imitation of change;
  • mandatory involvement of civil society organisations in policy-making;
  • effective control over the implementation of accessibility standards at the local level;
  • a clear understanding that accessibility is not a privilege, but a basic right.

Barrier-free access in 2026 is not about ‘someday later.’

It is about here and now. It is about dignity, safety, and equal opportunities — even and especially during wartime.

We are starting this year with work.

And we continue to insist: accessibility must become the norm.
