Accessible Administrative Service Centres: a government service that sees the person

Barrier-Free Administrative Service Centres is a flagship project of Ukraine’s Ministry of Digital Transformation that is changing the very logic of administrative service delivery. Its key idea is simple: the state should be convenient for everyone, regardless of age, health status or life circumstances.

The project combines the physical accessibility of ASC premises with digital solutions. People can choose the format of service delivery that suits them best — without unnecessary barriers or humiliation.

As of 2025, accessibility audits have been conducted in ASCs in 14 communities. Most of them are already implementing recommendations, ranging from minor changes in the space to complete reconstruction of service centres.

Seven pilot ASCs provide a full cycle of barrier-free service, from accessible entry to service delivery, including translation into Ukrainian sign language. This is an important example of how a service should work ‘without exceptions’.

At the same time, the ‘Action. Barrier-free’ section is being developed on the Action portal — a practical guide for people with disabilities, parents, veterans, and older people. It contains answers to complex life questions — in simple and understandable language.

Special attention is paid to training ASC administrators. Communication ethics, proper assistance to people with different types of disabilities, respect for dignity — without this, no ramps will work. Because accessibility is not only about infrastructure, but also about attitude.

For LAOPD, such initiatives are an example of systemic changes that should be scaled up in every community.

Barrier-free access is a long process.

The project is being implemented as part of the social change campaign ‘Barrier-free means you can,’ in accordance with the National Barrier-Free Strategy, created as part of the initiative of Ukraine's First Lady Olena Zelenska, ‘Without Barriers.’
