Barrier-free as standard – the first decisions of 2026

The first meeting of the Barrier-Free Council in 2026 was held with the participation of Olena Zelenska. The Council has already become a permanent platform for developing systemic policies that change the state's approach - from formal reports to real changes in people's lives.

For LAOPD, barrier-free is a principle that puts people at the centre. Their dignity. Their right to equal access. Their ability to live, work and recover without additional barriers.

We would like to thank Tetyana Lomakina, the President of Ukraine's Advisor on Accessibility Issues, for her systematic work, which unites the state, communities and partners around a common goal.

On the eve of the Government adopted a number of important decisions.

Roadmap for reforming the prosthetics system (2026)

A continuous route for a person is being created - from medical care to the selection of a prosthesis, training in its use and further support.

Less bureaucracy, more digitalisation. Transparent pricing. Development of national production.

People no longer have to ‘search for the system’ themselves — the system has to work for them.

New model of nursing care hospitals

Clear standards of care, accessibility requirements, integration with rehabilitation and a stronger role for nursing.

The first pilot project will start in Lviv. This is a step towards the formation of a modern long-term care system in line with international practices.

Encouraging the employment of people with disabilities

A shift from penalties to incentives.

Transparent rules for business. Encouraging the creation and adaptation of workplaces. Elimination of ‘grey areas’.

Work is not a privilege. It is a right.

Barrier-free ambassadors

Opinion leaders, veterans, representatives of culture and sport will be involved in the process to promote the principles of accessibility and demonstrate real change.

These decisions are a continuation of the implementation of the National Barrier-Free Strategy.

But one thing is important to us: that every government decision reaches a specific person - in the community, in the hospital, in the administrative services centre, in the workplace.

Barrier-free access should become the norm, not the exception.

And LAOPD continues to work to make this a reality — not on paper, but in the everyday lives of people with disabilities, veterans, and everyone who needs an accessible environment.
