Barrier-free in numbers: results of the strategy implementation for 2025

First Lady of Ukraine Olena Zelenska summed up the results of the implementation of the National Strategy for Creating a Barrier-Free Environment for 2025. This is not about individual initiatives, but about the systematic work of the state in cooperation with the public and international partners.

Within the framework of the ‘Without Barriers’ initiative, 25 projects are currently being implemented, 11 of which were launched in 2025. This shows that the issue of accessibility remains in the focus of state policy and is not being postponed ‘until later’.

Key results of the year include:

– 358 inpatient and 505 outpatient facilities involved in rehabilitation, with over 12,000 specialists trained;

– development of adaptive sports: 200 clubs in 18 regions and Kyiv, with over 85,000 visits;

– barrier-free driving schools operating in 7 cities;

– early intervention: 105 teams in 23 regions, 2,700 children received support;

– in education, over 49,000 students study in inclusive classes;

– physical accessibility: 77 km of barrier-free routes have been created in 15 pilot cities;

– in the areas of digital and economic accessibility — accessible administrative service centres, electronic services, employer support programmes.

These figures are important. But it is equally important how they work in practice for specific individuals: veterans, people with disabilities, parents with children, and older people.

LAOPD will continue to ensure that accessibility in Ukraine remains not just a strategy and reports, but a daily reality in communities.

Because true accessibility is measured not by the number of programmes, but by the absence of barriers in people's lives.
