High-quality public services are impossible without inclusivity. That is why the Dія.Osvita platform has launched the educational series ‘Barrier-free public service’ — a practical course for those who shape public policy and provide services to people.
What is the series about?
About the new norm. Accessibility is broken down into specific components — from a convenient ramp at the entrance to an understandable font on the website. It is about creating an inclusive space, simple language, and forming teams where everyone feels comfortable.
What you can learn in 7 episodes:
- See the invisible — conduct a physical accessibility audit (from the entrance to evacuation).
- Digitise correctly — make websites and documents accessible to screen readers.
- Communicate simply — use understandable language and correct terminology.
- implement changes — draw up real action plans, not reports ‘for the sake of it’
The course is worth 0.1 ECTS credits. But the main thing is the practical skills of creating a humane service.
The educational series was created for the Diya.Osvita platform on the initiative of the National Agency of Ukraine for Civil Service in cooperation with the Advisor to the President of Ukraine on Barrier-Free Access and with the support of the project ‘Human Rights for Ukraine, Phase II’, implemented by the United Nations Development Programme in Ukraine with funding from the Danish Ministry of Foreign Affairs.

A fully accessible swimming pool has opened in Lviv
A fully accessible 25-metre swimming pool has opened in Lviv — a space where accessibility is not just a declaration, but a reality. Its main feature is a special remote-controlled lift. People who use wheelchairs can get into the water and back out again independently. Without outside help. Without awkward requests. Without barriers. What has been implemented: a ramp and fully accessible entrance have been installed; showers, changing rooms and toilets have been renovated to meet the needs of people with reduced mobility; separate rooms have been provided for wheelchair users. The city allocated 8 million hryvnias in subsidies to create this space. First and foremost, the pool will be used for the rehabilitation of veterans. At the same time, it is open to city residents and schoolchildren. And this is fundamental. Because accessibility is not ‘separate for someone.’ It is equal access for all. Ivan Artyukh — four gold medals at international competitions
Ivan Artyukh, a veteran from Luhansk region, won four gold medals at the Air Force and Marine Corps Trials, an international competition for veterans held in the United States. He achieved this in all disciplines in which he participated. This is a source of great pride. And a powerful example for everyone. Ivan is a veteran who has gone from the front lines to the international sports arena. Before the full-scale invasion, he worked as a police investigator. With the start of the war, he joined the ranks of the combat units: the Luhansk direction, the Kharkiv counteroffensive, the battles for Lyman and Bakhmut. After a serious injury, he underwent a long rehabilitation and completed his service. Today, Ivan works as a lawyer and continues to be active in sports. At the competition in the United States, he won gold in four swimming events: 100 m freestyle 50 m freestyle 50 m backstroke 50 m breaststroke These are not just medals. They are a symbol of strength of spirit, endurance and perseverance. They are proof that sport can be part of recovery and a new phase of life after war. Ivan plans to continue competing, particularly in cycling, rowing and sitting volleyball. His story is about moving forward. About believing in yourself. About the fact that after the most difficult trials, you can win again — and inspire others not to give up.

Uniform rules for calculating employment contributions
The Cabinet of Ministers of Ukraine has adopted a resolution introducing a uniform mechanism for calculating average monthly wages to determine the amount of contributions to support the employment of persons with disabilities. This is an important step towards transparent and predictable rules for business. What is changing: a clear procedure for calculating the average monthly salary (remuneration) has been established; it has been determined which payments are included in the calculation and which are not; the range of employers to whom the procedure applies has been clarified (mainly enterprises with 8 or more employees per quarter that have not met the quota for the employment of persons with disabilities). In effect, the state has unified the approach to determining the basis for calculating the contribution. This reduces the risk of misinterpretation, simplifies administration and makes the system more understandable for employers. The employment support contribution is not just a financial mechanism. It is a tool for creating jobs and strengthening the social integration of people with disabilities. Uniform rules mean predictability for business and responsibility to society. And thus, another step towards systemic accessibility in the field of labour.
